As of today getting rid of cellulite on any part of the body is very difficult. No cosmetic product has proved effective, so do not waste your money on those often very expensive creams. What I would suggest is to try to attenuate the appearance of cellulite by developing the underlying muscular tissue of the arm. I suspect your biggest problem is with your triceps, a body part that often becomes unsightly in women with age. You should start with dumbbells heavy enough that you can only do 15 reps of a triceps movement like triceps kickbacks. Do 5 sets of 15 reps a day first. Then gradually increase the weight until you can only perform 10 reps while keeping good form. You should perform this routine about 3 times a week.
